How to Apply

Our community offers affordable apartment homes with income-restricted rents and some units include additional rental assistance through the local Housing Authority.

Affordable Housing, Two Ways

Our community offers apartment homes through the Low-Income Housing Tax Credit (LIHTC) program, which keeps rents below market rate. Some of our units also include rental assistance through the Housing Authority, which can lower your rent even further typically to about 30% of your household income.

Depending on the type of apartment you're applying for, you may work with just our leasing office or with both our office and the Housing Authority. Either way, we'll walk you through it.

Path A Tax Credit Apartments

Apply Directly to Our Leasing Office

If you're looking for an apartment with affordable rent for those in certain income thresholds, you can apply directly through our leasing office. No voucher or Housing Authority referral needed. Your income will be verified.

Who this is for: Individuals and families whose household income is at or below the income limits for our community. Rent is set at an affordable rate typically well below market rent.

Apply Through the Housing Authority

Some of our apartments include additional rental assistance through the Housing Authority's voucher or public housing programs. For these units, you pay only a percentage of your income as rent the assistance covers the rest. You can only apply for this type of assistance when the Housing Authority's waiting list is open.

Who this is for: Individuals and families who need deeper help with rent. You'd typically pay about 30% of your adjusted income. You don't need to have a voucher already it comes with the apartment.

Our team will verify that your household income qualifies under the tax credit program and review your application. This includes checking your rental history, background, and financial obligations. We use the same screening process for every applicant.
How long does this take? Typically 510 business days once we have all your documents. The fastest way to speed things up is to bring everything on the checklist below to your first visit.

If approved, we'll match you with an available apartment, go over the lease, and schedule your move-in. Your rent will be based on the income limits for the property set well below market rate but is a fixed amount, not based on your individual income.

Housing Authority
Apply for the Waiting List
Contact the Housing Authority to apply for the project-based voucher (PBV) or public housing waiting list for our community. The Housing Authority manages the waiting list and will contact you when your name comes up.
What is a project-based voucher? It's rental assistance that's attached to a specific apartment not to you personally. You don't need to already have a voucher. If you qualify and are selected from the list, the assistance is assigned to your unit at our community.

Eligibility Review & Program Briefing
When your name comes up on the waiting list, the Housing Authority will contact you to review your eligibility. This includes verifying your income, household size, citizenship status, and other program requirements. You'll also receive a program briefing a short meeting where the Housing Authority explains how the rental assistance works, what's expected of you as a participant, and what happens next.
Don't miss it: If the Housing Authority contacts you and you don't respond within the timeframe given, your name may be removed from the waiting list. Keep your contact information up to date.

Our Leasing Office
Property Application & Screening
After the Housing Authority refers you, our leasing team will have you complete a property application. We'll verify your tax credit eligibility and review your rental history, background, and ability to meet the terms of the lease. This is the same process all applicants go through it ensures everyone is evaluated fairly and consistently.
Why both steps? Our apartments must meet the requirements of two programs the Housing Authority's rental assistance program and the federal tax credit program. Each has its own rules. The Housing Authority confirms you qualify for assistance. Our office confirms you qualify for the tax credit apartment and are ready to be a successful tenant.

Once both the Housing Authority and our leasing office have approved your application, we'll match you with an available apartment. Our team will coordinate your lease signing, unit walk-through, and move-in date.

Welcome Home

With rental assistance, your rent is typically based on 30% of your adjusted household income. The assistance stays with the apartment for as long as you live here and remain eligible.

Documents You'll Need

Gather these before your first visit to help your application move as quickly as possible. Both paths require similar documentation.

Government-issued photo ID for all adults
Social Security cards for all household members
Proof of income (pay stubs, benefit letters, tax returns)
Bank statements (most recent 2 months)
Birth certificates for children under 18
Proof of current address
Landlord contact information (last 5 years)
Any court orders (custody, child support, etc.)

What Are Tax Credits?

The Low-Income Housing Tax Credit (LIHTC) program helps create affordable apartments by giving property owners a tax benefit in exchange for keeping rents below market rate. It's the largest affordable housing program in the country.

What's a Project-Based Voucher?

A project-based voucher (PBV) is rental assistance tied to a specific apartment. You don't need to bring a voucher with you if you're selected from the waiting list and approved, the assistance comes with the unit. You typically pay about 30% of your income.

Why Two Organizations?

Some apartments receive funding from more than one program. That means two sets of rules and two organizations confirming you qualify. It's a little more paperwork, but it also means more help with your rent. We're here to make it as smooth as possible.

Common Questions

Do I need a voucher to apply?
No. For Path A (tax credit apartments), no voucher is needed you apply directly to our leasing office. For Path B (rental assistance units), the voucher comes with the apartment. You apply through the Housing Authority's waiting list, and if selected, the assistance is assigned to your unit.
How much will my rent be?
It depends on which path you take. Tax credit apartments have rents set at affordable levels based on area income limits typically well below market rate, but a fixed amount. Rental assistance units calculate your rent based on your household income you'd typically pay about 30% of your adjusted monthly income.
How long is the waiting list?
Wait times vary based on the number of people ahead of you, available units, and any applicable preferences. Tax credit apartments may have shorter waits if units are currently available. Rental assistance units tend to have longer waiting lists because of higher demand. Contact our leasing office or the Housing Authority for current estimates.
Can I apply for both paths at the same time?
Yes. You can apply directly to our leasing office for a tax credit apartment while also placing your name on the Housing Authority's waiting list for a rental assistance unit. If a tax credit apartment becomes available first, you can move in while waiting for rental assistance. Talk to our leasing team about your options.
What does the screening process look at?
We review your rental history, financial obligations, and background information. We look at the full picture not just one factor. If there's something in your history you're concerned about, we encourage you to talk to us. We consider individual circumstances and any steps you've taken to address past issues.
What if I'm denied after applying?
If your application is denied, you will receive a written notice explaining the reason. You have the right to provide additional information or request reconsideration within 14 days. Everyone is evaluated using the same screening criteria.
What if I need a reasonable accommodation?
If you or a household member has a disability and needs a reasonable accommodation to apply or participate in the program, let us know. We can assist with the application process, accessible unit features, and alternative communication formats. You can also contact the Orange Housing Authority at (409) 951-7280 to make a request.
What if I'm a victim of domestic violence?
You are protected under the Violence Against Women Act (VAWA). Being a victim of domestic violence, dating violence, sexual assault, or stalking cannot be used as a reason to deny your application. If any part of your history is related to domestic violence, please let us know that information is kept confidential and will be considered during the review process.
